Language Access (LEP) Plan

Effective: November 6, 2026

Purpose and Legal Background

Your Business, LLC is committed to making its services usable by the people it serves, including people who do not speak, read, write or understand English well. This plan describes how Your Business, LLC identifies people with limited English proficiency (LEP), decides which language services to provide, and makes those services available free of charge.

Your Business, LLC keeps this plan because of:

  • Federal Transit Administration funding (FTA Circular 4702.1B)
  • Health program funding from HHS, including Medicaid (Section 1557 and 45 CFR 92.201)
  • Requirements in broker, payer or agency contracts

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of national origin in federally assisted programs. Federal agencies have long treated a failure to take reasonable steps to give LEP persons meaningful access as a form of national origin discrimination. In 2025, Executive Order 14224 designated English as the official language of the United States and revoked Executive Order 13166, and several federal agencies withdrew their LEP guidance. The order did not change Title VI itself or other statutes and regulations, and it does not prohibit organizations from offering services in other languages. Your Business, LLC will follow the requirements that apply to it and will update this plan as federal guidance changes.

As an FTA recipient or subrecipient, Your Business, LLC prepares this plan as part of its Title VI program under FTA Circular 4702.1B.

In its health programs and activities, Your Business, LLC must take reasonable steps to provide meaningful access to each individual with limited English proficiency, including companions, under Section 1557 of the Affordable Care Act and 45 CFR 92.201. This plan also serves as Your Business, LLC's written language access procedures under 45 CFR 92.8(d).

Our state Medicaid broker contract requires Your Business to provide telephone interpretation for riders at no cost and to use the broker's translated rider notices.

Definitions

  • Limited English proficient (LEP) person: someone whose primary language is not English and who has a limited ability to read, write, speak or understand English.

  • Translation: turning written text in one language into written text in another language.
  • Qualified interpreter or translator: a person who has shown skill in both languages, follows interpreter ethics including confidentiality, and knows the terms needed for the conversation or document.
  • Qualified bilingual staff: an employee whose skill in a second language has been assessed and who communicates directly with LEP persons in that language as part of their job.
  • Vital document: a document containing information that is critical for getting or keeping services, or that tells people about their rights, such as applications, eligibility notices, complaint forms and notices of free language help.
